Who needs training:

Workers at job sites that are required to designate a Construction Superintendent, Site Safety Coordinator or Site Safety Manager.

SST SUPERVISOR

Who needs training:

Supervisors (Site Safety Managers, Site Safety Coordinators, Concrete Safety Managers, Construction Superintendents and competent persons) at these job sites must also be trained.

TYPES OF SST CARDS

Required Training for Competent Persons:

As a reminder, workers serving as Site Safety Managers, Site Safety Coordinators, Construction Superintendents, Concrete Safety Managers and competent persons at construction sites to which Local Law 196 is applicable must have a Supervisor SST Card.
Workers must only have a Supervisor SST Card if they are serving as the competent person required by Section 3301.13.12 of the New York City Building Code. Section 3301.13.12 of the New York City Building Code requires that a Construction Superintendent designate a competent person for each job site for which such Construction Superintendent is responsible and further requires that such competent person is present at the designated job site at all times active work occurs

SST SUPERVISOR CARD

DUE DATE: DECEMBER 1, 2019

62 hours - Expires after five years and renewable upon applicants showing that they have completed 16 training hours specified by the Department in the one-year period preceding submission of a renewal application.

SST CARD (WORKER)

DUE DATE: SEPTEMBER 1, 2020

Valid for 5 years. Renewable with completion of 8 SST credits, as determined by DOB.

SST 2ND COMPLIANCE DATE

Effective December 1, 2019

Local Law 196 of 2017 requires certain workers and supervisors to receive safety training at construction sites that are required to designate a Construction Superintendent, Site Safety Coordinator or Site Safety Manager. Training will be provided by private course providers approved by the Department. The deadlines below indicate an effective date that will be extended to the later date if the Department determines there is insufficient capacity to provide training.

LIMITED SST CARD

CARD EXPIRES IN 6 MONTH

Valid up to the Full Compliance Date. Not renewable.
Those already working in the industry can get this card by completing one of the following:

TEMPORARY SST CARD

CARD EXPIRES IN 6 MONTH

Valid for 6 months from issuance. Not renewable.
New demolition or construction workers can complete a 10-Hour OSHA course to receive this card.

Limited SST Card (30 Hours) 
1. OSHA 10-Hour Class with 20-Hours of Additional Training 

  • OSHA 10-Hour Class

  • 8-Hour Fall Prevention

  • 8-Hour Chapter 33 (Site Safety Manager Refresher)

  • 4-Hour Supported Scaffold User

2. OSHA 30-Hour Class

SUPERVISORS

THE CONSTRUCTION SITE SAFETY REIMBURSEMENT PROGRAM

Applications are now open for small construction firms to apply for a one-time grant to offset the cost of Site Safety Training.

HOW IT WORKS

You pick the training provider from an approved list and the NYC Department of Small Business Services (SBS) will cover a percentage of the cost, if your business is eligible.

  • A business can only receive one reimbursement and cannot reapply once reimbursement has been received.

  • SBS will only cover the direct cost of training.

    • Training types include OSHA 10, OSHA 30, and any Site Safety Training.

  • Meals, travel, and other miscellaneous costs are not eligible for reimbursement.

  • Business are required to pay employees wages throughout the duration of training. 

WHO CAN APPLY?

Small construction firms located in New York City with 1-15 employees, and certified M/WBEs in the construction industry with 1-15 employees.

HOW TO APPLY

You can apply for the program by following the steps below:

  1. Send your employees to an authorized training provider.

  2. Review our program guidelines and determine if your business is eligible.

  3. Gather the appropriate documents and visit our website to begin your application.

REIMBURSEMENT AND SUPPORTING DOCUMENTS

  • All businesses will be required to submit information that demonstrates their eligibility and completion of training for a minimum reimbursement of 65%. 

  • If a business wishes to seek a higher reimbursement, they may choose to submit additional documentation to receive up to 100%.
